EU Public Procurement Directive and Green Public Procurement criteria
EU Public Procurement Directive and Green Public Procurement criteria
Green Public Procurement (GPP) is a voluntary instrument used by European public authorities that allows them to choose environmentally friendly goods, services and works when purchasing. GPP criteria has an important role to play to create demand, enlarge markets by setting requirements on energy consumptions and GHG, material circularity, efficient use of resources, and biodiversity.
The procedures to be used for applying GPP criteria are presented in the EU Public Procurement Directive.
Green Public Procurement (GPP) regulation can significantly impact various stakeholder groups by shaping market demand and encouraging sustainable practices and foster collaboration among stakeholders along the value chain. Here’s how GPP criteria can be relevant for each group:
1. Floor Covering Manufacturers
- GPP criteria drive manufacturers to adapt their production methods by encouraging the use of sustainable raw materials (e.g., recycled or renewable resources), by minimizing negative environmental impacts in manufacturing (e.g. pollution, CO2 emissions), by producing high-quality products that are durable, reparable, adaptable and toxic free.
- May require investment in cleaner technologies to meet procurement criteria.
2. Recyclers
- Drives innovation in recycling technologies and processes.
- Incentivizes the creation of closed-loop systems where materials are continually reused or recycled.
- Expands opportunities to supply recycled content for flooring products.
- Encourages collaboration with manufacturers to integrate recycled inputs.
3. Producer Responsibility Organizations (PROs)
- Encourages the development of take-back schemes for old flooring materials.
- Promotes partnerships with manufacturers to improve recyclability.
- Aligns with extended producer responsibility (EPR) principles, ensuring sustainable disposal or recycling of products.
- Provides a framework to influence product design for easier recycling.
4. Innovators
- Creates demand for product development using advanced materials, such as biodegradable or carbon-negative options.
- Encourages research in low-energy manufacturing processes.
- Supports new business models like leasing or refurbishing flooring products.
- Opens funding and partnership opportunities for eco-friendly innovations.
5. Consumers
- Ensures access to safer, more sustainable flooring options.
- Encourages awareness of environmental impacts and eco-labels.
- May reduce long-term costs through durable and recyclable flooring options.
- Builds trust in government-endorsed products meeting stringent environmental standards.
6. Procurers
- Provides clear guidelines on selecting sustainable flooring products.
- Encourages market engagement to identify compliant suppliers.
- Enhances the ability to meet organizational sustainability goals.
- Reduces environmental risks associated with procurement choices.
